zwave network hang

I ran into a situation where whole zwane network hung. there are about 100 devices.

the problem does not come from HC2 (i turn it off and problem persists)

 

i can tell it with special 868mhz analyser. it shows how much traffic is in that range.

normally its led indicators are off and when I turn on light then it shows signal for 0.5 sec while eg dimmer sends on/off command to controller

 

in my case majority of the modules show constantly 100% signal on the indicator scale. there is something being transmitted all the time and probably over routing it gets everywhere...

 

how to debug this?

i started turning off fuses but did not get to the cause yet. this seems possible way to me

 

any experiences in such cases?

perhaps a device with an almost dead battery?

i had this once with a oregon sensor, almost dead battery and device constantly  sents data
