200v present between Sx and S1 of FGD211 when operating?

Question

Yesterday I was wiring up a dimmer 1, same as the other 5 dimmers I already did, and I got a tingle off one of the switch wires. Testing it with a multimeter showed 200v AC between sx and s1, but only when the dimmer was active and powering the lights. I've tested the other dimmers installed and only one other one also shows this

 

is it a fault on the module? None of my dimmer 2 do this, they show more like 3v, and most of my dimmer 1 show 0v
