Air Conditioner Zone Damper Control

I need to control an AC zone damper. The damper needs permanant power to close one one contact and permanant power to open on another contact.

The roller shutter 2 could be used if when set to gate mode the S1 button sequence was not open, stop, close.

So I need to be able to press S1 once and put power to O1 then Press S1 again and power goes off O1 and to O2, and so on /toggle. Problem is that the second press stops all power then the 3rd press switches power to opposite output.

Any way of changing this, or any suggestion how to simulate a relay with a common and NO contact and NC contact?
