Is Dimmer-2 a phase cut-off dimmer?

Question

Hello,
For my living room I need a phase cut-off dimmer. Is the Dimmer-2 a dimmer of this type?
Using this dimmer I can now switch my lights On and Off but I can not dim, even though my LED lights and transformer are dimmable.  :-(

    I had read the manual but in the manual this question is not answered.
    The words 'phase' and the word 'cut' do not appear in it.
    Nowhere I can find what type of dimmer it is.

    If it is a phase cut off dimmer then I can continue changing parameters. (Tips are welcome)
    If it is not then I stop trying.
