We have 2 options.
1) tie about it in bin2dec mode.
i1 = 0, i2 = 0 => 00 = state 0 all off
i1 = 1, i2 = 0 => 01 = state 1 on
i1 = 0, i2 = 1 => 10 = state 2 on
i1 = 1, i2 = 1 => 11 = state 3 on
