I need to connect 500 devices. Will it work with HC3?

500 zwave devices? then you need at least 3x HC3, for better BUI experience 4x.

Don't trust the limit in the specification. I have about 100 devices on mij HC2 (real devices and not ID numbers) and it was getting really slow. I can't imagen it would with more than double the devices. I agree with @tinman, you probably need more than 1 HC3 to pull it off.

PS: my HC2 is running smooth again because I removed all my virtual devices (added them to HA) and moved 95% of my automations to HA

According to the z-wave specification, there are 232 participants in one mash.
So at least 2 x HC3 required for 500 participants.
What @tinmanthinks 4 x HC3 is certainly due to the performance of the HC3.
But I am careful what all this concerns!
At the same time when I switched from "homee" to the HC3, I had 2 mashes going on and that was not without problems.
Only when I switched off the "homee" did the mash stable come true.
But that's only about 2 days' experience and with 2 different systems.
I can only guess but not confirm whether several z-wave mash influence each other or influence the frequencies through interference.
500 participants in a small space are also a lot not to mention the costs.
In addition there are 2 - 4 HC3 woof!

Greetings Frank
