GE Link light bulbs without wink or bridge

It seems like Smartthings and Homeseer can pair with the GE Link lightbulbs, but the Fibaro can't.

Is there something special I'm supposed to do to get it to pair?

 

I've gone through the reset path 3 times (getting it to flash) but still no association.
