Splinker: delay if rains?

hello everybody, is there any tip (or workaround) to have splinker disabled if rains? (i mean: it rains? 2 days of delay)

1st question: how do you know if it rains?

measuring the moist in the ground is a better idea or just if it rains?

Measuring should be wonderful, but how? Is there any Battery powered sensor?

 

if not, meteo forecast could be enough to start
