Problem with a new member logging into the forum

My friend tries to log into the forum and it always gives him the same status and there is no way around it, I created a new account and it really can't log in. This has been a long term condition ( my friend has been trying for a long time) please admin for some solution. If you click on the login option, you will be taken back in the loop :)))))))))
