You cannot display Virtual Devices on the iPhone app. There is no way to make this happen. You will have no access to Virtual Devices on the iPhone.

Is this Virtual devices cannot be also view in IPAD?

In the short term you can create an individual scene for the buttons you want to appear in the iPhone interface. They will obviously appear under the scenes button (in random order) but if you only have a few buttons connected its a solution in the short term.

It would be possible but what if there is another IR devices to be controlled not only TV?

There is also 1 DVD, and 1 IR remote controlled AIR conditioning system. what will gonna happen if they are mix together and you said they will be random. Maybe they should have 1 1room in every devices. But how?
