Why do I have a second "if" with close the same commands?

A question since I created various scene, iPad app is accessing to HC2 but really slowly some time, does this can come from a scene which make a "loop" and overload the HC2?

a second "if" is for hand mode

if you push "Run" button then HC2 runing second "if"
