not light the lamp if the sun is already up

They want the lights to be lit at 5:30 but if the sun is already up they should not be lit

one can make a lua script that does this

There are plenty of examples on this forum that do what you want. Just search for sunrise. Maybe you have to alter the scripts a little to your needs.

I'd use a light sensor instead of just the sunrise as the cloud coverage might affect the light level so that you need light even though the sun is already up.
