I am testing the location services with Fibaro. So far results are not being consistent and after a few test I think this only works with GPS but not with location services based on wifi or mobile networks.

Is this really the case?

I have and Android and usually do not leave the GPS active due to battery drain.

Now if I leave it on for Fibaro apart of the battery issue this won't ensure location is provided indoors.
