Fluorescent lights flickering on dimmer

Good day. Can anyone please help me. Why are my florescent light flickering even when turned completely off, they are very very dull, but still flickering. I have changed all the setting as mentioned in the Dimmer PDF.

I have a slight glow on one of my incandescent lights (for me it's no problem, looks like a nightlight).

Are you by chance using one of the fibaro dimmers which dont require a neutral?

if so they require a little current movement to power the z-wave which as a byproduct also slightly powers your fluorescent. And at a low level they kind of 'pulse' light as they change/discharge.

If not, then maybe your dimmer isnt quite turning completely off...
