Problems with dimmer module (LED Lights and Florescent )

Good day. Can some one out there please give me a hand. I have read through the small manual that comes with the dimmers, apparently it is possible to collect a florescent globe to the dimmer. I attach one and change all the settings. Unfortunately when the dimmer is turned off the Florescent globe still flickers dimly.

I then tried a Dim-able LED globe in the Dimmer. The LED wont come on when turned on. So just for interests sake i linked a normal tungsten globe up in parallel and then the tungsten and LED come on no problems. When i remove the tungsten on from the circuit the Dim-able LED globe flashes once or twice and then turns off.

Really needing help here. Trying to save some power.

DarinBradfield, please install bypass module parallel to your LED light.
