Is there a way to configure devices at a distance from HCL?

Currently I have been configuring devices by bringing them close to the HCL however it would be useful to be able to configure them at some distance as one could then place them in their intended position and configure.

Is there a way to do this?

If not perhaps a suggestion for a new device, perhaps a USB plug in to a laptop can can register and configure things locally and transfer that data then to the home unit.

Configuration can be sent with routing, however inclusion process must be performed in direct range. Thank you for your suggestion, however it will be hard due to the way inclusion is handled in Z-wave.
