gps scene don't work

hello guys I tried to do scenes with HCL , a scene is as follows when the user leaves the house off a light of the scale when the user comes home turn on the light of the scale .

But it does not work anyone can tell me where I'm wrong ?
or there are problems with hcl seems that positioning GSM does not work I did auks other tests with different scenes but does not work .....
