Chain between user -> specific phone

Hi,
 
I don't understand how can I chain a user with his phone... 
 
User A -> iPhone 5 of User A
User B -> Samsung S4
 
How the HCL or HC2 knows who is exited from house (GPS traking) if they doesn't know phone owners?
 
Under "Access Control Panel" theres a list of users and a list of phones but I can't chain a phone on a user...
 
I've problem with a simple scene, I would check if the User A is exited from house by the GPS traking and send a notification only on his phone.
 

 

Where is my mistake?
