philips hue startup color

can anyone share if the philips hue bulb can be configured in fibaro HC 2 to startup with a specific color and dim level?

Is it correct that it is not possible with the block scenes function?

 

Where can i find this information on the web for setting these values?

Especially the settings for the color.

Where can i find the information to use for using commands for the Hue lights as you mentioned?

Is there somewere documentation where i can look for all commands?
