Lua scene not working as expected

I have a thermostat and a temp sensor (not the sensor in the thermostat itself). I want te create scene that checks the actual temperature and if it is lower then the targetlevel of the thermostat, turn on the heating. If it is higher , then turn the heating off. Something seems wrong in this
