Linear dimmer WD500

Hello everyone,

I just install another linear dimming switch

I only had 3 wire in the box .Neutral power and load. I connected both wire , white and blue to the load. When poweroff, the light still lit a little. When power on at 100% the light go on and off and on and off forever, Do we absolutly need 4 wire to make these switch work properly?
