Could this work to control an inverter motor control to give 4 fixed speeds?

No reason other than I know about software not electronics.

Usually all inverters (VFD) have volt free inputs for at least 3 pre-set speeds that are set from their display. So you can use Fibaro relays to select which speed you need. Check the inverter manual for the connection circuit diagram, or post it here to tell you where to connect the relays.

Check page 16 of the manual Parameters C37,C38 and C39 are pre-set speeds that you can set and then you need to configure the three inputs (E1,E2,E3 see page 14), to select theese speeds use the fibaro relays.
