Is there any solution that will convert Modbus reporting to zwave

Probably it is possible to write some "addons" to work together with some Modbus interface device like this one:

we have done this modbus integration with Fibaro many times. Do you have modbus registers from supplier or can You ask for them?

I wonder if a Fibaro Wall Plug can work in reverse? If so, this would be a good solution
