How to configure ip acces from outside

I connected the home center to the apple airport express and it give it the ip 10.0.1.8
When i am conected on the same router through wi-fi with my phone and at ip i got the above ip everything is ok but when i am on 3/4g or other network it doesn't recognise this anymore....
Any ideea what to save on ip to get it work?
Is it something like "router ip:10.0.1.8" or something else?

10.x.x.x adresses are local (LAN) adresses and are adresses that you get eg using local wifi, when you are connected to 3/4G you will get a WAN adress. 

There are no direct connection between these to ranges becuse you want to protect your local "stuff" against the "World".

To create a bridge between these two you need to do a sk. "Port forwarding".

    Can u be more specific how this "port forwarding" can be done? Or a link something?
