Use HC2 without Internet connection

Hi, we are building a house and planning to use a HC2 to control lights, blinds etc. I want to use momentary switches with fibaro modules to achieve this. If we use momentary switches I will need the lights set up on the system before we move in, otherwise we won't have lights, but we won't have an Internet provider at that time. I already have the HC2 set up in our current house. My question is can I move our HC2 to the new house without Internet access and set up all the zwave modules or is the Internet access required? 

Also can I use a Fibaro relay module without an output wired to it and just use S1 and S2 as inputs to trigger scenes?

Yes and Yes.
Pretty common setup to have a momentary switch as a trigger and not actually wired up past the relay.
I've had no internet for periods of time, and everything stays working. I'm assuming that you will need to do firmware upgrades at the start, so may need to hook it up to a 4G modem/router (something with an ethernet port) occasionally.
