Variable - how long value

Hi I have variable X which has two states: 0 and 1. Can I build scene that will sound like this:

 

When X is 1 for at least (y seconds) do "something" ?

 

Variable change status automatically, when my phone isn't connected to wifi i have 0, when it is connected to wifi it is 1.

    Ok, Could You help me with lua because I am not familiar with it?

    So, There could be possibility to build virtual device which would work like that:

     

    Get time (in sekound) - T from action -  ""change status of variable X", and when T <= 300 s new variable Y is 0 when T>300 s then Y is 1?

     

    I think it is not so complicated but hard for me :-)
