You have a home center II or lite at home?

You need a network connection (wifi/ mobiel) to able to control your home.   Even if you could open the app, there will still be no connection to your home, so no control.

oh well, you can always take e.g. Viveroo surface mount for iPad, with Viveroo USB to Ethernet adapter, and it will work without Wifi ;)

If you want some basic control without wifi and without mobile data... I recommend a Fibaro keyfob. Because it is a pure Z-Wave device, it does not need wifi or internet.

You'll have to test it, but I get access up to around 30 m around my house.

Not possible to use the app without wifi but you can use textmessages (sms) to send commands to your Fibaro and this way control it
