Fibaro Z-Wave Control

I have a 2 gang momentary/pulse/retractive light switch:

1. I want to use one of the switches to turn on and dim the main lights in the room - this is all good and working OK with a fibaro dimmer 2

2. I want to use the other switch to control a scene or another light/device via z-wave control (software based control rather than physical switching)

Can I do 2. with a fibaro dimmer (even though it's not connected to a load/light) or should I be using another fibaro/z-wave device?
