Help with scenes for light outside with motion.

I have make short scenes but no sure how to make this Is is possible? 

I have all this devices but need help in the right directions and is Lua the only solution?

 

 

  • When it gets dark the light should turn on 30% with the dimmer.
  • If there are some motion the light should go to 90% on the dimmer.
  • After 3 min after last motion it should go again to 30% on the dimmer. 
  • When it gets bright again the light should turn off.
