leds behind my tv

trying to fit led lights behind my tv but I'm trying to make a scenes so the led lights are on when the tv is on but then off then tv Is off 

 

I have a Fibaro socket on the tv to if it is on or off just have no idea how to write the scene can any help

if (wall socket) > 20 watt then turn on leds

 

and visa versa
