Question

When single switch 2 failed (Inside relay failed, electric parts failed or any reason)

 

Can I still turn on/off the light by using local switches?

Exactly as Jamie says, a physical failure is a physical failure.

I've got one at the moment that turns on for 10 seconds and turns off, I really need to get up in the roof and find it and change it out !
