CPU Idle jumps when Web page Open, but not visible

Question

Has anyone noticed that the Diagnostics panel shows very high CPU usage when left open, but not visible? I have Chrome and I have the HC2 Diagnostics panel open in a Tab. I have as few other Tabs open. When I use the other Tabs for more than 1 minute and then look back at the HC2 Diagnostics Tab, I find the usage has jumped into the 90% range. If you leave the HC2 Diagnostics Tab open then the usage fall back down to something resembling normal. 

 

Does this mean:

  1. Only when the HC2 Diagnostics panel is open but not visible the usage goes to 90% for some reason?
    1. Are the local scripts running in the background?
  2. When not looking at the HC2 web pages the HC2 is always using >90% in background? 
    1. Is the default for the HC2 to be >90% CPU usage and only when you open the site does the usage come down?
  3. Is this this a bug?
  4. Is this only local to my computer and browser?

 

Any help would be appreciated.
