Control of Outputs on the Smart Implant

Hi!
Question: Can I control the outputs on the smart implant independently from the state of the inputs?

The manual says "OUT1 – output no. 1 assigned to input IN1" - what does this mean? Would I be able to switch OUT1 to On just like a regular switch (independently of the state of IN1)? Or would it only be switched on if IN1 is in certain state?
