Heat controller and main unit switch off

Is there possible to create scene where if window is open (window sensor) for more then for example 30 minutes it turns off main heating unit (switch/double switch).

 

Curently I have scene which shuts heating valve off in the room where window is open, but I would like to add if it's open too long that whole system shut down, beacuse you could exploit curent scene by opening window in 1 room and just have it open all the time even thou valve would be off, valves in other rooms would stil work, which would end up losing alot of heating energy.
