switch on/off with temperature

hi,
I`m new with the use of the Fibaro HCL and Dutch, so i`m sorry for my english.

 

I have an Fibaro HCL, an sensor for the room temperature and a wall plug. 

Location: a house for living/rental and another building on the other side of the road with a boiler to heat the house.

 

in the house i put the sensor
when the temperature is 16 degrees, the electricity goes off by the wall plug with the boiler connected.
when the temperature is 12 degrees, the wall plug has to go on for the boiler to heat again.

 

when people are in the house, the temperature should be beween 18 and 22 degrees.

how can i make this in 2 scenes?
1 for when nobody is in the house (manual activation of the scene)
1 for when the house is rented for the weekend (also manual activation of the scene)

 

now i have to activate 2 scenes when nobody is in the house

1 for: when temp is >16degrees-> wall plug goes ON

1 for: when temp is <12 degrees -> wall plug goes OFF
