Group associations not working

Question

I'm using the FGSD-002 smoke detector, it is visible on the Z-Wave network.  I wanted it to use the native Z-Wave functionality to make the lights in the house flash when smoke is detected.  This is my first use of this type of feature, so maybe I'm missing something.  I'm using Fibaro Z-Wave modules only for this, but my Z-Wave controller is Home Assistant, although that should make little difference given this is native Z-Wave stuff. I've configured the following:

 

On the smoke detector

 * In group 4 (Fire Alarm Reports) I've associated 4 different light modules, two dimmers two switches.

 * Option 2 - Exceeding temperature threshold notifications enabled

 * Option 13 - Smoke Alarm Broadcast Active / Tamper Inactive

 

On the target devices:

* Option 42 - Smoke Alarm Reaction - Flashing

 

I can see in my trace from Home Assistant that it is getting the smoke event:

So I know a report is being generated by the smoke alarm, but I can't see any reaction from my other devices.  This was a fundamental reason for buying the Fibaro smoke detectors, so any help in getting this working would be much appreciated.  I really want to avoid any reliance on the controller.
