Firmware update broke recovery?

I have recently upgraded to 4.600, I wanted to downgrade my HCL, so I booted into recovery mode. Strange, trying to connect with a browser led to "Connection Refused". The SSH port (22) is open, but 80 is closed. To understand what is happening, I connected a 3.3V TTL to the serial console port, and surprise, the HTTP server (lighttpd) cannot start because mod_access.so is not found. Apparently the filesystem is damaged. See the screenshot below. How can I flash the correct recovery image to be able actually perform recovery?

 

Note - The device starts in non-recovery mode fine, but there is no option there to downgrade.
