what goes wrong? 34 looks like an unsigned int to me.....

Why are you using %26 on the path? That's the encoded code for ampersand character but you should be using the character & itself.

    So, unfortunately the %-encoding masks the meaning of '&' and makes id equal to "34&action=start"
