Generate an alarm frame sent in broadcast mode

some types of sensors (smoke, flood,...) can send alarm frames either to assosiated devices or in broadcast mode to the whole network, right?
Why it isn't possible to generate the broadcast alarm frames per scene and send it via main controller?

Background is the frequently asked question how to let lights flashing witout using a scene containing turnOn-sleep-turnOff and so on...
