Close shutter depending on temperature

I want to insert a code where it says that when the temp is equal or above 23 it waits an hour to close the shutter.

The code below seems to do nothing.. 

 

any idea how to solve this?

Hahaha yes I was sleeping ?  and need to add else also to close without sleep. Thx
