time to switch off lights based on weather condition

I would like to switch off the exterior lights around the house at an earlier time when the weather is clear. I have a catch-all script to switch off the lights at 5 minutes past sunrise to cover for clouds, rain, fog etc.

 

When the weather is clear, I would like to switch off the lights 10 minutes prior sunrise. From the history I can see that the script never runs and I'm trying to figure out why. Couple of thoughts: clear only applies to daytime? Issue with fetching the weather? In the log I can see that HC3 get temperature, wind speed, etc but I see no mention of the weather condition. Any thoughts?

I can only find one condition with "clear" in its name, that is only at night. It depends on your Weather provider if that one is used.
