Upon power restore turn output 1 on and start timer

Does the implant have the ability that on power restore it turns on output 1 and starts a time and one timer is up it turns output 1 back off.

 

I need the ability to have it Triger something on for a few mins once power is restored to the unit incase the power gets turned off and then restored .

No it doesn't. You'd need to program this from the hub end. Not sure how Hubitat works, but one of the challenges with your use case is that the hub may mark the node as "dead" once it loses power, and stop sending it commands.
