i can't connect my HC3L to my fibaro ID and it shows successful on my id then turns red and on the access it doesn't show that it is connected

Restart it, unplug / plug in the Power supply. It takes at least 5 Minutes to start up.

What color has the LED in the front? For the colors see below.
