It is not a simple question, protocol defines some generic characteristics which are common for all BLE LP devies (binding, naming, way of data synchronization etc.) and some specific ones which support some features (heart rate monitoring, localization, cycling speed, glucose level etc). There are no typical "smart home" characteristics there, like defining a binary switch, multilevel switch or color controller... 

If a device is a smart home module with BLE LP then for functioning properly producers writes down custom characteristics, there are no common "language" to "speak" with them, no mandatory handlers.
Due that, implementing a BLE LP does not make much sense as every device needs custom support - and there are a lot of different devices on the market it is just impossible to support even the part of them.

2.4Ghz is now used for Zigbee which has more defined behavior (but still a lot of producers uses their custom implementation which is not forbidden). 

More sense will make to look for thread (not very popular) or matter which is still very rarely used.

Any plans on Matter over TCP/IP in HC3 instead of using Thread? It would mean no change to radio.

 

I feel that BLE would be like device templates for HC2, just 500% more harder to make correct template.
