I had a FGS-223 wired to control a heated mirror. There were 3 cables, L, N, and Q1 on the FGS-223. It broke.

I bought the FGS-224 and wired the same cables, but it doesn't seem to work. Do I need something plugged into the IN?

Yes, you are thinking correctly.
The previous module 223 had a phase connected internally to a relay contact.
Your new 224 module has a potential-free isolated output from the power supply.
Connect IN with L. Then you will get phase L at the output of Q1(and Q2) when one or the other relay switches.
Look at the wiring in the manual:

    That's what I thought.

    So I would wire the live to the L and take a small piece of wire and link the L and IN together (bridging the 2 together)?
