Scene Trigger option: "The condition will be verified for specified time before the action is triggered"

I have some questions about this trigger option.

 

How long is the specified time?

Where can this time changed?

What is the use case for this option?

Just tick the option box beside, and all the time inputs appear. There you select the time period, you want the condition to be true for. Use case? Best example. You want to turn off the light in the room, when there is no motion, but you don't want to turn it off right at the moment when motion sensor changes its state to false, because, there might be still some persons present, just motionless at that point, so you need to give it a time, like if no motion for 5 min, then it is more likely no one in the room.
