Changing location should force a reboot

Most general settings force a reboot when changing:

Changing location doesn't force a reboot, but sunrise and sunset times will remain reflective of the old location (but confusingly shown in correct local time) if you change location without rebooting.

 

It may be different reasons driving the forced reboot for other settings like time, but the OS should force the reboot the same to stop confusion like

Thanks for the report, reboot should not be needed here but we will check it out.

Ok, so...
We confirmed that it does not refresh on the fly - it updates after about an hour. 
We will fix it anyway
