Simple scene is not working (walli switch to trigger double switch 2)

I have problem with a very simple scene, in which I would like to achieve something like:

 

I want Fibaro Walli Switch Unit when pressing twice the "Key 1" to Turn On the LED connected to Fibaro Double Switch 2, and with second scene, pressing twice "Key 2" to turn it off back.

 

My gears:

• Fibaro Walli Switch (key 1 and key 2)
• Fibaro Double Switch 2 (the LED is connected and works correctly) 
• HCL3 5.160.42
• All devices have standard configuration (didn't change any of the parameters),
• All have latest firmware.
• Connection between devices is fine

 

I created this scene but it doesn't work, However, when I exuecute the scene from the "play button"  in the web UI it works.

But when I'm trying it in real with physical Walli it doesn't trigger the LED on and off. Nothing show up in logs.

 

Can anyone help me out? I'm new to fibaro and trying to understand what I'm doing wrong.

Check parameter 40 and 41, they are default 0 and then it dosent send the scene commands

And insted of turn on the light, set it to toggle the light I think that should work
