Dimmer first time on Led bulbs brightness not goes fully on

I have a strange thing that the first time I put the lights on.

It goes on 100%, but my lightbulbs are not on full brightness.

When I switch them off en back on, it goes back on 100% and the lightbulbs are on full brightness.

 

When I switch them off, wait for about 3 seconds switch then on. I had the same problem.

 

Does anyone to fix this?

What happens when you try a different brand of bulb?
