There is a solution for setting up Zigbee outlets.

I have a problem with Zigbee Outlet and lights. When there is a power outage, all devices turn on and remain on. Why can't I set it to return to the state before the outage, as in the Z-Wave settings? Home Assistant can do this. Thank you for your help and advice.

Right now there is no way to set any Zigbee parameters in HC3, but far as I know it should be default of the devices.

Please make sure that after power outage your system didn't send any command to turn it ON.
